Change of Ownerships

Change of Ownership refers to updating the current titleholder information on a motor vehicle’s registration certificate and registering the new titleholder in the national traffic information system (eNaTIS). If you’ve purchased a pre-owned motor vehicle, you must complete a Change of Ownership (NCO) form with your vehicle registration.

Documents Required for Change of Ownership

  • Original Green Natis (RC1)
  • New Owner’s ID Copy
  • New Owner’s Proof of Address (Utility Bill or First Page of Bank Statement)
    • If the utility bill is not in your name, an affidavit from the bill owner confirming your residence is required, along with a copy of their ID.
    • For informal settlements, a letter with an official date stamp from the ward councilor confirming your address is necessary.
  • Bank Settlement Letter (Stamped and signed by the bank)
  • Bank Proxy ID Copy
  • Complete NCO Form:
    • Seller completes and signs Section A, Buyer signs and completes Sections B and C.
  • Complete RLV Form:
    • Buyer completes and signs Sections A and C.

You need to do a Change of Ownership if you:

  • Purchased a pre-owned motor vehicle.
  • Completed your finance term on a new or pre-owned motor vehicle.
  • Are the recipient of a deceased estate.

Note: Your registration disc could be blocked if there are other unlicensed vehicles in your name or due to enforcement actions (such as traffic fines).

After you’ve completed the change of ownership, ensure you register and license your motor vehicle within 21 days. Failure to do so will result in arrears and penalties.
