DOCUMENTS YOU NEED TO SUBMIT:
Registering a New Vehicle
- Manufacturer’s Certificate: This document must include all relevant details about the vehicle.
- Copy of Identity Document: A valid ID copy of the vehicle owner.
- Roadworthy Certificate: Required for heavy-load vehicles or those under the Road Transport Quality System (RTQS).
- Proof of Address: This can be a utility bill or the first page of a bank statement.
- If the proof of address is not in your name, the bill’s owner must complete an affidavit confirming your residence, with a copy of their ID attached.
- For those living in informal settlements, a letter with an official stamp from the ward councillor is required to confirm your address.
- RLV Form: The completed application form for registration and licensing of a motor vehicle.
Registering a Pre-Owned Vehicle
- Original Green Natis Certificate: This serves as proof of previous ownership.
- Previous Owner’s Documents: Includes a copy of their ID and proof of address (utility bill or bank statement).
- New Owner’s Documents: Includes a copy of their ID, proof of address, and a valid license for the vehicle.
- Similar requirements for affidavits and ward councillor letters apply if the utility bill is not in the new owner’s name or if they live in an informal settlement.
- Roadworthy Certificate: Necessary if the transfer is between private individuals, companies, or from an estate.
- Forms: Completed NCO (Notification of Change of Ownership) and RLV forms must be submitted.
When Is Vehicle Registration Required?
Vehicle registration is necessary if you are the titleholder of any of the following:
- A new vehicle
- A pre-owned vehicle
- A built-up vehicle
- A rebuilt vehicle

Important Notes
- Change of Ownership: You must register and license a vehicle within 21 days of ownership transfer. Late registration will result in penalties.
- Titleholder for Financed Vehicles: If your vehicle is financed, the financial institution will hold the title.

When Registration Becomes Invalid
A vehicle’s registration becomes void under the following conditions:
- The license disc has not been renewed for over four years.
- The vehicle is declared permanently unfit for use after an accident.
- Ownership has been transferred (sold).
- The vehicle has been repossessed for more than 31 days.
- A deregistration certificate has been issued.
